President of Zanzibar and Chairman of the Revolutionary Council, Dr. Hussein Ali Mwinyi, has stated that despite substantial employment opportunities available in the Gulf states, workers from the African continent continue to face severe challenges that demand urgent, genuine cooperation and shared responsibility between African nations and the Gulf Cooperation Council plus countries.
Speaking in Dar es Salaam today as the Guest of Honour representing President Dr. Samia Suluhu Hassan at the opening of the Second Doha Dialogue on Labour Mobility and Migration, Dr. Mwinyi outlined these persistent hurdles, including unfair recruitment practices, exorbitant recruitment fees, lack of essential pre-departure information, delayed or withheld wages, unsafe working environments, limited access to justice, and significant gaps in social protection systems.
Dr. Mwinyi elaborated that to effectively address these obstacles, safeguarding the rights of workers bound for Gulf destinations must begin before they leave their home countries, ensuring they receive accurate and comprehensive details regarding their employment contracts, entitlements, remuneration, and the actual conditions awaiting them abroad. He stressed that recruitment procedures must remain transparent, verifiable, and strictly aligned with internationally accepted standards, while urging the dialogue to direct its primary focus toward concrete policy execution rather than remaining confined to unfulfilled promises and empty declarations.
Furthermore, President Dr. Mwinyi affirmed that Tanzania will continue to strengthen bilateral cooperation between Africa and the GCC+ region, anchored firmly on the foundational principles of mutual benefit and collective accountability.
Representing the international community, African Union Commissioner for Health, Humanitarian Affairs and Social Development, Ambassador Amma Adoma Twum-Amoah, noted that the pace of implementing commitments made during previous forums has been slow, and proposed the establishment of a joint technical mechanism to oversee the execution of resolutions and deliver measurable, positive outcomes for migrant workers.
Adding to this perspective, Regional Director for Arab States at the International Labour Organization (ILO), Dr. Ruba Jaradat, highlighted that collaboration between the ILO, governments, and labor stakeholders in the Gulf region has begun to yield practical results, pointing to examples such as Saudi Arabia enacting labor law reforms to enhance worker protections, the United Arab Emirates executing human capital development programs, and Oman making substantial strides in social protection.
Meanwhile, the Government of Tanzania underscored that labor mobility has evolved into a cornerstone of the modern economy. Through deliberate efforts to expand international partnerships under the leadership of President Dr. Samia Suluhu Hassan, a total of 15,241 Tanzanians successfully secured formal and verified employment across Gulf nations between 2022 and August 2026.
Addressing the gathering, Minister of State in the Prime Minister's Office responsible for Labour, Employment and Youth, Hon. Deus Clement Sangu, explained that to safeguard this workforce, the government has reinforced legal frameworks, including tightening regulations on Private Employment Agencies, signing bilateral labor agreements, launching the Ughaibuni Loan through CRDB Bank and TRAA to assist with travel expenses, and consolidating Tanzania's regional leadership following its assumption of the RMFM chairmanship in August 2026.
The high-level summit drew prominent leaders, including Qatar's Minister of Labour, Dr. Ali bin Samikh Al Marri; Zanzibar's Minister of Labour, Economic Empowerment and Youths, Hon. Ali Suleiman Ameir Mrembo; Tanzania's Ambassador to Qatar, Hon. Habibu Awesi Mohamed; alongside delegates representing international organizations and over 33 nations spanning Africa, the GCC+ bloc, Jordan, and Lebanon.
